SEAL Certification Assessment

BlockSec evaluates crypto operational security against the SEAL framework, reviewing controls and supporting evidence to determine whether certification requirements are met.

BlockSec is part of the first cohort of SEAL-accredited assessors and is currently the only accredited assessor headquartered in Asia.

What Is SEAL Certification?

SEAL maintains the framework and accredits assessment firms. BlockSec conducts the assessment and issues the certification and its associated on-chain EAS attestation when the scoped requirements are met.

Program and Modules

SEAL Certifications is an operational security certification program for crypto protocols. Its public framework covers six modules:

  • Multisig Operations
  • Treasury Operations
  • Incident Response
  • DevOps & Infrastructure
  • DNS & Registrar
  • Identity & Accounts

Scope depends on which modules apply to the organization’s operations.

Operational Controls

Operational security depends on transaction approvals, privileged access, domain change controls, and incident response. While a code audit examines implementation security, a SEAL Certification Assessment evaluates these operational practices against defined requirements and supporting evidence.

Assessment Outcomes and Limits

The assessment documents implemented controls and remaining gaps for internal remediation and external due diligence.

Certification confirms conformity with scoped requirements at the time of assessment; it does not guarantee incident prevention.

What We Assess for SEAL Certification

How Are Applicable Modules Determined?

BlockSec determines applicable modules from the organization’s systems, operational responsibilities, and risks, and confirms scope with the client. In most cases, a module is excluded only when it does not apply.

How Are Controls Verified?

Evidence requests and verification methods are tailored to the client and in-scope controls, using documentation, operational records, configurations, interviews, and testing evidence where appropriate.

Multisig Operations

Review Scope

We assess:

  • Multisig governance; inventory consistency with on-chain state
  • Signer identity and lifecycle; approval thresholds
  • Signing devices; recovery procedures; transaction verification records

What We Verify

We check that signing authority is current, approval rules match the intended risk model, and designated owners can perform emergency actions.

Who Should Consider a SEAL Certification Assessment?

Is This Assessment Relevant to Your Team?

The assessment is relevant to crypto protocol teams responsible for:

  • Multisig operations
  • Treasury assets
  • Incident response
  • DevOps and production infrastructure
  • Domain security
  • Identity and account management

What Can Teams Use the Framework For?

Teams can use the framework to:

  • Review operational practices
  • Prepare for external due diligence
  • Coordinate remediation across accountable owners

BlockSec identifies applicable modules; exclusions require documented reasons, and preferences alone do not determine scope.

How Does a SEAL Certification Assessment Work?

Each engagement follows five steps: scoping, evidence collection, assessment, remediation and re-assessment, and certification when requirements are met. Evidence requests, verification methods, schedule, deliverables, and pricing are agreed case by case after discovery.

1. Scoping

Confirm

BlockSec identifies applicable modules and controls, and confirms the following with the client:

  • Entities and systems
  • Boundaries and assessment period

Record

Scoping records:

  • Module exclusion reasons
  • Accountable owners
  • Evidence requirements
  • Framework revisions used

Why Choose BlockSec for a SEAL Certification Assessment?

BlockSec combines control-by-control review with technical analysis of the systems and configurations supporting operational practices.

Control-Specific Assessment Guidance

Our guidance maps controls across the six modules to review steps and evidence requests.

This helps define scope, prepare materials, and track unresolved requirements through remediation and re-assessment.

Technical Evidence Review

We compare documented procedures with configurations, operating records, and testing results.

This review checks whether evidence supports claimed implementation and identifies inconsistencies requiring clarification or remediation.

DNS Assessment Support

BlockSec DNS Security Scanner, based on SEAL’s DNS & Registrar module, checks public configurations.

Beyond these checks, we assess registrar access, change approvals, monitoring, and recovery using operational evidence.

Frequently Asked Questions

BlockSec determines scope from the organization’s systems, operational responsibilities, and risks, and confirms it with the client. Modules are normally excluded only when inapplicable.

A single-module assessment is appropriate where other modules genuinely fall outside the organization’s operations. Results identify assessed modules and explain exclusions.
